The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble
Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared β momentarily β to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from different nations. Significant resources is expended on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching aerial threats roared overhead β advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon engaged a aerial vehicle close by, part of a defensive team β probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft β it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the morning news: seven people killed, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities β living the war. But those full day demonstrated Ukraine's essential dependence on international aid β a dependence that neighboring countries are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, controversy and deep concern β and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This cycle will, certainly, continue.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from assuming that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that the clock favors them β that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and the government's twin challenges β on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
